Yes. You can sign up and use ShortGo on the free plan without entering payment details. The exact limits of each plan (links, tracked clicks, features) are shown on the pricing page.
When you need more, paid plans are available with monthly or yearly billing; yearly billing is usually discounted, and some plans offer a free trial. You can upgrade at any time from the Billing page, and the upgrade takes effect immediately.
You can also shorten a link from the homepage without an account where enabled, but anonymous links expire after a set number of days.
